As you noticed sometimes zero players from game roulette.

In a way:

- call your friends
- ask on chat about join the game roulette
- put 100 tickets and your big chance maybe people will want try on game roulette - theres more greedy people and will sure want join for money lol

or

- set time and organize on game roulette

If only 1 player is in roulette then, I feel Windice should add a bot to make a bet equal to the players.

Yes indeed, also we can add roulette with bot but.. we have video roulette from live. It's enough.
EDIT: I think the best live roulette when we watch where small ball put any numbers.
